Delta ranks second. Its change and cancel fee table shows Classic, Extra and Refundable tickets starting in the U.S. or Canada change for free, and Basic tickets bought on or after November 6, 2025 can be changed or cancelled for $99 within North America and $199 to farther regions (as of 2026-10-02). Tickets booked direct can be cancelled within 24 hours for a full refund. The trade-offs: cancelling a non-refundable fare returns an eCredit that expires 1 year from purchase, domestic bags cost $45 and $55, and Delta's cancel page still says Basic cannot be changed after 24 hours, which contradicts the fee table.
