Our verdict

Royal Caribbean ranks third. Its cancellation FAQ shows no charge on 5 to 14 night cruises 90 or more days out except non-refundable deposits, then 25%, 50% and 75% steps, and 100% at 30 days or less (as of 2026-10-02). Its gratuity FAQ is the most complete we read, listing daily amounts and the automatic 18% and 20% charges on extras, which earns a high transparency score. It ranks below Carnival and Disney on flexibility because the full fare is lost at 30 days rather than 14, and non-refundable deposit fares keep the whole deposit. Terms change; check Royal Caribbean's current pages before booking. We did not sail with Royal Caribbean; this reads its published terms.
